No party holds a plurality of the republic. The Communists lead on the industrial vote and the Guardians on the rural one, the Liberal Democrats are a Kurshov phenomenon, and the Freedom Party's national figure is entirely one province — 62 per cent inside Heisen and almost nothing outside it. The Union Committee's strength sits in a district where the electorate is the garrison.

Stanistan sells what it digs and cuts, and buys everything that is made. Four raw commodities account for the whole export account, contracted in blocks of 50 million to four buyers, against an import bill led by machinery the republic cannot build for itself — and the gap is closed not by earnings but by aid, most of it Chinese grain. China is both the largest food donor and the largest customer, which the Directorate does not describe as a coincidence. The uranium sold to America and China alike is refined and shipped from inside the Heisen Region, and the centre cannot say with confidence what it is paid for it.

Assessment
Eight provinces return output to the centre, their boundaries drawn on the river network. Timber leads the export account, then cotton, then uranium, then coal; food is grown for the home market and little of it leaves. The republic's weakness is a split it cannot close: all the uranium is mined in the Ilyagrad mountains, and the only refinery that can process it stands at Glowburg, inside a zone that has not answered the centre since 1990.
